When you talk to Betsy in the general store on Hare isle, she asks you to go to Loch isle. To get to Loch Isle, talk to Dewey Waders in Treeton at the Fish store. Then from there go to Tropicton and he works at the general store.
EDIT on what I just posted. You don't actually have to talk to Ben at the general store, when the people on loch isle tell you where he is you just go straight back to hare isle
