Keep using binoculars until you run into Omand. Go into the space south of there and look around until you find Francis the cat. Leave by going to the other decks (there is 18). Go back to Omand.
I think it would be nice if you could tell us where to get the things that Francis needs for a disguise. Or is that a different quest? Either way, this website has helped me a lot. :)
