This quest starts about 2352 other quests! Seriously. Talk to Edgar. Finish Stinky Breeches' quests (guides are here) and Augie's as well. Then get Stinky to look out the lighthouse. He sees someone on Polar. Go back to Edgar. Go to Polar and rake here, then return to Edgar.
